A user with custom permissions should be able to get permission from the owner or admin of an organization to record time for other users. Currently, this function is exclusively reserved for the owner or admin.

I would love for this to be a feature. Being able to log my supervisor's time for her (assuming this feature could either be a special permission granted by an admin or a permission one user could grant another user, like User A granting User B permission to log time for User A specifically) would be helpful.
