Sharing a doc shows linked blocks as 'you don't have access'

When you share a doc, and inside the doc are links to other blocks within that doc (that the person now has access to), they all shows up as "You don't have access to this block".
Why clickup?? Why are blocks considered private if a link to that same page works just fine?
