The main idea is that billing is a special function. A user should be able to change all elements of the workspace content, structure, hierarchy...but not change the plan or billing details. Content admin and even department leadership in many companies don't have billing authority.

The specific feature would to have a role or the ability to create a custom role that is essentially an Admin but without permission to manage billing or plans.
