Restrict Time Tracking on Closed or Outdated Tasks

Problem:
Users can still log time on tasks even if they are Closed or long overdue, which creates inaccurate reports.
Need:
Restrict time tracking when:
- Task status = Closed
- Task due date is older than X days (e.g., 10 days).
Proposed Solution:
Add a setting for admins to block time tracking in these cases, with optional override.
Benefit:
Ensures accurate reporting and better governance.

It would be interesting if users were no longer able to log time once the task is closed.

It would be great to go into more detail on this, too. For example, setting a date on when time has to be tracked to a task, so that team members can't go back and add time backdated to older tasks, meaning invoices to clients don't contain all of the required time.
