Is there a way that we could get custom fields to be restricted to a specific space, by default? For instance, if Admin 1 has access to private Space A is there a way that they can create custom fields that are only accessible in that space (cannot be added to another space location).

Ultimately, the permissions for the custom fields on the Security and Permissions page in Settings isn't fine tuned enough.
