I think it makes more since to default Member and Guest Form View Permissions to "Can't edit". For the most part, Forms would be specific to the list's responsible team(s), so other teams should not edit the view. Currently, when a new Form View is made, all Workspace members who have access to the list can edit it by default. This creates issues when adding new Members to the Workspace (all Form View permissions must be updated). To my knowledge, the only workaround is to share spaces/folders/lists to Teams instead of individuals. However, this is not available in plans below Business Plus. Essentially, it just seems obvious that by default not everyone should have access to a Form View a member has created. And it is not logical to have members keep track of new Workspace members in order to update their View's permissions.
