Thanks for bringing this to our attention Zach! Really appreciate the time you took to help us out!
We have since created a task for this and it has passed QA! We are going to make this a quick win for now by removing the lock icon as it does cause confusion when the Visibility column shows Public.
We have plans to flesh out the Visibility column further when we implement Private Custom Fields. From there we will ensure that parity is kept for icon selection.
