Choose time of all day reminder notifications

I can't see where to change the time at which notifications for reminders and tasks set to just a date are sent. The default seems to be 4am, but I would prefer the option to move this to my own custom time, say 8am when I start work. Can you add this to the notification settings? A global value for the time 'date only' notifications are sent would be enough.

Could we have the option to toggle on or off notifications for tasks considered "all day tasks" (have a due date, but no set due time) and events from calendar/planner so that they don't automatically go off at midnight?
