Bring back the previous heading vs. paragraph spacing in Docs

Space after paragraph should only apply to Ps and not Hs in Docs (as in the rest of the world).
Until some time this year, paragraph text nestled comfortably under the heading. Doc styling got updated so that now, if you apply any P spacing whatsoever, paragraphs now dangle a full return below their headings, as if they have nothing to do with each other.
The only fix is to not use paragraph spacing at all (leave it at 0), and instead hit an empty hard return after each paragraph — a terrible practice that will create lots of work to remove in case the spacing gets corrected in future.
I can understand why a person with no visual sense would set it up this way from the start, but since it was set up well before, why go in and break it? I've been doing my best to ignore this for months but it is driving me absolutely nuts.
