Assignee/resource with percentage of their capacity or fixed hours per week

We would like to assign people with a fixed percentage of their capacity to a task/project/project phase. E.g. assign Florian with 50% of his capacity (50% * 40h per week =20h per week). Assigning someone with a fixed amount of hours per week (e.g. 20 h per week) would also work.
Our intention is to do high level resource portfolio/management.
Assign people to projects, check if there is capacity for new projects,...
In our use case projects/tasks that take longer than planned will continue to consume the same amount of resources for their duration.
Please check out the example in the first screenshot. Microsoft Project. The percentage of the capacity of the assignee is highlighted in yellow.

Part of this exists now and part does not, so worth separating.
What you can do today: enter effort as a percentage of a person's capacity rather than in hours, and set it per week or per month rather than day by day, so a long task can carry 50% of someone's week.
What you cannot do: assign a person to a project or a project phase at a fixed percentage and have it hold for the duration. The percentage attaches to a task, not to a project, so the Microsoft Project style staffing in your screenshot is not there.
Does the task-level version cover enough of your portfolio planning, or is project-level assignment the part you actually need?
