AI Notetaker Setting Override Between Meeting Attendees

If User A sets the notetaker for a meeting to Personal, but User B sets it to Workspace Notetaker, User B’s setting wins. The notes become public to the workspace.
That means one participant can override the privacy expectation of everyone else in the meeting.
There is also no clear notification. You may think your notes are private, only to find out hours or days later that everyone had access.
A user choosing “Personal” should never be silently overruled by another user’s broader setting.

Suggested improvements:
- Add a workspace-wide default for AI Notetaker behavior.
Admins should be able to define the default setting, for example, "Shared Notetaker". This gives a predictable baseline.
- Let only the meeting owner control the setting for each meeting.
The person who created the meeting should be able to override the workspace default where appropriate. Other attendees should not be able to change the sharing level for everyone else.
