User has the ability to know if a message or chat was edited or not either in comment, private, group chats.

This is already possible! Any messages edited after 15 minutes from their original post date will show an "edited" label.
The 15-minute delay is to let the message sender edit it if necessary due to mistakes or quick updates that need to be made.

Brendan W There no delay required as organization,
secondly if the read message edited then it should be a notification like new message
One more thing, there should be a permission at user level who can edit or not.
its should be open not closed
